20-14. 齊明盛服야 非禮不動은 所以修身也ㅣ오 去讒遠色며 賤貨而貴德은 所以勸賢也ㅣ오 尊其位며 重其祿며 同其好惡 所以勸親親也ㅣ오 官盛任使 所以勸大臣也ㅣ오 忠信重祿은 所以勸士也ㅣ오 時使薄斂은 所以勸百姓也ㅣ오 日省月試야 旣稟稱事 所以勸百工也ㅣ오 送往迎來며 嘉善而矜不能은 所以柔遠人也ㅣ오 繼絶世며 擧廢國며 治亂持危며 朝聘以時며 厚往而薄來 所以懷諸侯也ㅣ니라(ㅣ니이다)
注
此는 言九經之事也라 官盛任使는 謂官屬衆盛하여 足任使令也라 蓋大臣은 不當親細事라 故로 所以優之者如此라 忠信重祿은 謂待之誠而養之厚니 蓋以身體之하여 而知其所賴乎上者如此也라 旣는 讀曰餼니 餼稟은 稍食也라 稱事는 如周禮槀人職曰 考其弓弩하여 以上下其食이 是也라 往則爲之授節以送之하고 來則豐其委積以迎之라 朝는 謂諸侯見於天子요 聘은 謂諸侯使大夫來獻이라 王制에 比年一小聘하고 三年一大聘하고 五年一朝라 厚往薄來는 謂燕賜厚而納貢薄이라



20-14. 재계(齋戒)하고 깨끗이 하며 의복을 갖추어 입고서, 예(禮)가 아니면 움직이지 않음은 몸을 닦는 것이요, 참소하는 자를 제거하고 여색(女色)을 멀리 하며, 재물을 천하게 여기고 덕(德)을 귀하게 여김은 어진이를 권면하는 것이요, 지위를 높여 주고 녹(祿)을 많이 주며, 좋아하고 싫어하는 것을 함께 함은 친척을 친애함을 권면하는 것이요, 관속(官屬)을 많이 두어 마음대로 맡기고 부릴 수 있게 함은 대신(大臣)을 권면하는 것이요, 충후하고 신실한 마음으로 대하고, 녹(祿)을 많이 줌은 선비들을 권면하는 것이요, 때에 맞게 부리고, 세금을 적게 거둠은 백성들을 권면하는 것이요, 날마다 살피고 다달이 시험하여, 일의 성과에 맞추어 녹(祿)을 줌은 백공들을 권면하는 것이요, 가는 이를 전송하고 오는 이를 맞이하며, 잘하는 이를 가상히 여기고 능하지 못한 이를 가엾게 여김은 먼 곳의 사람을 부드럽게 감싸주는 것이요, 끊어진 대(代)를 이어주고 없어진 나라를 일으켜 주며, 혼란함을 다스려 주고 위태로움을 붙들어 주며, 조회(朝會)와 빙문(聘問)을 때에 따라 하며, 하사하는 것을 후(厚)하게 하고, 공물(貢物)을 바치는 것을 박(薄)하게 함은 제후(諸侯)들을 품어주는 것이다.
20-14. [언해] 齊며 明며 服복을 盛히 야禮 례 아니어든 動티 아니홈은  몸을 닫 배오 讒참을 去거고 色을 멀리며 貨화 賤쳔히 너기고 德덕을 貴귀히 너김은  賢현을 勸권 배오 그 位위 尊존히 며 그 祿록을 重히 며 그 好호며 惡오홈을 가지로 홈은  親친을 親친홈을 勸권 배오 官관을 盛히 야 使 任케 홈은  大대臣신을 勸권 배오 忠信신으로 고 祿록을 重히 홈은  士를 勸권 배오 時시로 브리며 薄박히 斂렴홈은  百姓을 勸권 배오 날로 省며 로 試시야 稟희와 廩름을 일에 맛게 홈은  百工을 勸권 배오 가 이 보내고 오 이를 마며 어딘 이 아다이 너기고 能티 몯 이 에엿비 너김은  遠원人을 柔 배오 그츤 世셰 니으며 廢폐 나라흘 擧거며 亂란을 티고 危위 디며 朝됴와 聘을 로 며 往을 厚후히 고 來 薄박히 홈은  諸져侯후 懷회 배니라
20-14. [James Legge] Self-adjustment and purification, with careful regulation of his dress, and the not making a movement contrary to the rules of propriety:-- this is the way for a ruler to cultivate his person. Discarding slanderers, and keeping himself from the seductions of beauty; making light of riches, and giving honor to virtue:-- this is the way for him to encourage men of worth and talents. Giving them places of honor and large emolument. and sharing with them in their likes and dislikes:-- this is the way for him to encourage his relatives to love him. Giving them numerous officers to discharge their orders and commissions:-- this is the way for him to encourage the great ministers. According to them a generous confidence, and making their emoluments large:-- this is the way to encourage the body of officers. Employing them only at the proper times, and making the imposts light:-- this is the way to encourage the people. By daily examinations and monthly trials, and by making their rations in accordance with their labors:-- this is the way to encourage the classes of artisans. To escort them on their departure and meet them on their coming; to commend the good among them, and show compassion to the incompetent:-- this is the way to treat indulgently men from a distance. To restore families whose line of succession has been broken, and to revive states that have been extinguished; to reduce to order States that are in confusion, and support those which are in peril; to have fixed times for their own reception at court, and the reception of their envoys; to send them away after liberal treatment, and welcome their coming with small contributions:-- this is the way to cherish the princes of the States.
