4. 齊宣王이 見孟子於雪宮이러시니 王曰 賢者도 亦有此樂乎ㅣ잇가(잇가) 孟子ㅣ 對曰 有니 人不得(이면) 則非其上矣니이다

雪宮은 離宮名이라 言 人君이 能與民同樂이면 則人皆有此樂이요 不然이면 則下之不得此樂者必有非其君上之心이니 明人君當與民同樂여 不可使人有不得者요 非但當與賢者共之而已也니라
不得而非其上者도 非也ㅣ며 爲民上而不與民同樂者도 亦非也ㅣ니이다
樂民之樂者 民亦樂其樂고 憂民之憂者 民亦憂其憂니 樂以天下며 憂以天下고(ㅣ오) 然而不王者ㅣ 未之有也ㅣ니이다

述은 陳也라 省은 視也라 斂은 收穫也라 給은 亦足也라 夏諺은 夏時之俗語也라 豫는 樂也라 巡所守는 巡行諸侯所守之土也요 述所職은 陳其所受之職也니 皆無有無事而空行者요 而又春秋循行郊野여 察民之所不足而補助之라 故로 夏諺에 以爲 王者一遊一豫 皆有恩惠以及民여 而諸侯皆取法焉여 不敢無事慢遊以病其民也라하니라
今也[애] 不然야 師行而糧食야(애) 飢者[ㅣ] 弗食며 勞者[ㅣ] 弗息야 睊睊胥讒야 民乃作慝이어 方命虐民야 飮食若流야(며) 流連荒亡야 爲諸侯憂니이다

從流下而忘反을 謂之流ㅣ오 從流上而忘反을 謂之連이오 從獸無厭을 謂之荒이오 樂酒無厭을 謂之亡이니

此는 釋上文之義也라 從流下는 謂放舟隨水而下요 從流上은 謂挽舟逆水而上이라 從獸는 田獵也라 荒은 廢也라 樂酒는 以飮酒爲樂也라 亡은 猶失也니 言廢時失事也라
先王은 無流連之樂과 荒亡之行더시니(이러시니) 惟君所行也ㅣ니이다

4. 제나라 선왕이 행궁(行宮)인 설궁(雪宮)에서 맹자를 뵙고서 말하였다. “현자(賢者)도 이러한 즐거움이 있습니까?” 맹자께서 대답하셨다. “있습니다. 사람들이 이런 즐거움을 얻지 못하면 그 윗사람을 비난합니다.
[James Legge] The king Hsüan of Ch'î had an interview with Mencius in the Snow palace, and said to him, 'Do men of talents and worth likewise find pleasure in these things?' Mencius replied, 'They do; and if people generally are not able to enjoy themselves, they condemn their superiors.
이러한 즐거움을 얻지 못했다 하여 그 윗사람을 비난하는 것도 잘못이고, 백성의 윗사람이 되어 백성과 즐거움을 함께하지[與民同樂] 않는 것도 잘못입니다.
[James Legge] For them, when they cannot enjoy themselves, to condemn their superiors is wrong, but when the superiors of the people do not make enjoyment a thing common to the people and themselves, they also do wrong.
임금이 백성의 즐거움을 즐거워하면 백성들도 임금의 즐거움을 즐거워하고, 임금이 백성의 근심을 근심하면 백성들도 임금의 근심을 근심합니다. 온 천하 백성들과 함께 즐거워하며 온 천하 백성들과 함께 근심하고도 왕도정치를 하지 못하는 자는 아직 있지 않습니다.

[James Legge] When a ruler rejoices in the joy of his people, they also rejoice in his joy; when he grieves at the sorrow of his people, they also grieve at his sorrow. A sympathy of joy will pervade the kingdom ; a sympathy of sorrow will do the same:-- in such a state of things, it cannot be but that the ruler attain to the royal dignity.
옛날 제나라 경공(景公)이 재상 안자(晏子)(안영(晏嬰))에게 물었습니다. ‘내가 전부산(轉附山)과 조무산(朝儛山)을 구경하고서 바닷가를 따라 남쪽으로 가서 낭야(琅邪)에 이르고자 하는데, 내가 어떻게 나의 행실을 닦아야 선왕(先王)들의 순방에 견주어질 수 있겠소?’
[James Legge] Formerly, the duke Ching of Ch'î asked the minister Yen, saying, "I wish to pay a visit of inspection to Chwan-fû, and Cbâo-wû, and then to bend my course southward along the shore, till I come to Lang-yê. What shall I do that my tour may be fit to be compared with the visits of inspection made by the ancient sovereigns?"
안자가 대답하였습니다. ‘좋은 질문입니다. 천자(天子)가 제후국(諸侯國)에 가는 것을 순수(巡狩)라 하니 순수란 지키고 있는 경내를 돌아본다는 뜻이고, 제후가 천자국(天子國)에 조회 가는 것을 술직(述職)이라 하니 술직이란 담당하고 있는 것을 보고한다는 뜻입니다. 그리하여 순수와 술직은 모두 정사(政事) 아닌 것이 없습니다. 임금이 봄에는 나가서 백성들이 밭가는 것을 살펴서 부족한 것을 보충해주고, 가을에는 나가서 백성들이 수확하는 것을 살펴서 부족한 것을 도와줍니다. 그러므로 하(夏)나라 속담에 이르기를 「우리 임금님께서 유람(遊覽)하지 않으시면 우리들이 어떻게 쉬며, 우리 임금님께서 즐기지 않으시면 우리들이 어떻게 도움을 받겠는가?」 하였으니, 천자가 한 번 유람하고 한 번 즐기는 것이 제후들의 본보기가 되었습니다.
[James Legge] The minister Yen replied, "An excellent inquiry! When the Son of Heaven visited the princes, it was called a tour of inspection, that is, be surveyed the States under their care. When the princes attended at the court of the Son of Heaven, it was called a report of office, that is, they reported their administration of their offices. Thus, neither of the proceedings was without a purpose. And moreover, in the spring they examined the ploughing, and supplied any deficiency of seed; in the autumn they examined the reaping, and supplied any deficiency of yield. There is the saying of the Hsiâ dynasty,-- If our king do not take his ramble, what will become of our happiness? If our king do not make his excursion, what will become of our help? That ramble, and that excursion, were a pattern to the princes.
지금은 그렇지 않아 군대를 데리고 다니면서 양식을 먹어, 백성들이 굶주려도 먹지 못하고 수고로워도 쉬지 못해 눈을 흘겨보며 서로 비방하여 마침내는 원망을 하는데도, 왕명(王命)을 거역하고 백성을 학대하며 마시고 먹는 것을 물 쓰듯이 낭비하며 뱃놀이와 사냥과 음주에 빠져 제후(부용국(附庸國)과 수령)들의 걱정거리가 되고 있습니다.
[James Legge] Now, the state of things is different.-- A host marches in attendance on the ruler, and stores of provisions are consumed. The hungry are deprived of their food, and there is no rest for those who are called to toil. Maledictions are uttered by one to another with eyes askance, and the people proceed to the commission of wickedness. Thus the royal ordinances are violated, and the people are oppressed, and the supplies of food and drink flow away like water. The rulers yield themselves to the current, or they urge their way against it; they are wild; they are utterly lost:-- these things proceed to the grief of the inferior princes.
뱃놀이에 빠져 물길을 따라 아래로 내려가서 돌아올 줄 모르는 것을 ‘유(流)’라 하고, 물길을 거슬러 위로 올라가서 돌아올 줄 모르는 것을 ‘연(連)’이라 하고, 사냥에 빠져 만족함이 없는 것을 ‘황(荒)’이라 하고, 술에 빠져 만족함이 없는 것을 ‘망(亡)’이라 합니다.
[James Legge] Descending along with the current, and forgetting to return, is what I call yielding to it. Pressing up against it, and forgetting to return, is what I call urging their way against it. Pursuing the chase without satiety is what I call being wild. Delighting in wine without satiety is what I call being lost.
선왕들께서는 뱃놀이에 빠지거나 사냥과 술에 빠지는 행실이 없으셨으니, 오직 임금께서 행하시는 바에 달려 있습니다.’
[James Legge] The ancient sovereigns had no pleasures to which they gave themselves as on the flowing stream; no doings which might be so characterized as wild and lost. It is for you, my prince, to pursue your course."
그러자 경공이 기뻐하여 나라 안에 크게 명령을 내리고 교외로 나가 머물면서 이에 비로소 창고를 열어 부족한 백성들을 보조해주었습니다. 그리고 태사(太師)(악관(樂官))를 불러 말하기를 ‘나를 위하여 군신(君臣)이 서로 기뻐하는 음악을 만들라.’ 하였으니, 지금의 치소(徵招)와 각소(角招)가 바로 이것입니다. 그 가사에 이르기를 ‘임금의 욕심을 저지함이 무슨 잘못이랴?’ 하였으니, 임금의 욕심을 저지한 것은 임금을 사랑한 것입니다.”
[James Legge] The duke Ching was pleased. He issued a proclamation throughout his State, and went out and occupied a shed in the borders. From that time he began to open his granaries to supply the wants of the people, and calling the Grand music-master, he said to him-- "Make for me music to suit a prince and his minister pleased with each other." And it was then that the Chî-shâo and Chio-shâo were made, in the words to which it was said, "Is it a fault to restrain one's prince?" He who restrains his prince loves his prince.'
