5. 孟子[ㅣ] 曰 尊賢使能야 俊傑[이] 在位(면) 則天下之士ㅣ 皆悅而願立於其朝矣리라(오)

俊傑은 才德之異於衆者라
市예 廛而不征며(이어나) 法而不廛(면) 則天下之商이 皆悅而願藏於其市矣리라(오)

廛은 市宅也라 張子曰 或賦其市地之廛而不征其貨고 或治以市官之法而不賦其廛니 蓋逐末者多면 則廛而抑之요 少則不必廛也니라
關애 譏而不征(면) 則天下之旅ㅣ 皆悅而願出於其路矣리라(오)

耕者를() 助而不稅(면) 則天下之農이 皆悅而願耕於其野矣리라(오)

但使出力여 以助耕公田고 而不稅其私田也라
廛(에) 無夫里之布(면) 則天下之民이 皆悅而願爲之氓矣리라(리니)

周禮에 宅不毛者는 有里布고 民無職事者는 出夫家之征이라하니 鄭氏謂 宅不種桑麻者를 罰之여 使出一里二十五家之布고 民無常業者를 罰之여 使出一夫百畝之稅와 一家力役之征也라하니라 今戰國時엔 一切取之여 市宅之民이 已賦其廛고 又令出此夫里之布니 非先王之法也라 氓은 民也라
信能行此五者(ㅣ면) 則鄰國之民이 仰之若父母矣리니 率其子弟야 攻其父母 自生民以來로 未有能濟者也ㅣ니 如此則無敵於天下리니 無敵於天下者 天吏也ㅣ니 然而不王者ㅣ 未之有也ㅣ니라

呂氏曰 奉行天命을 謂之天吏니 廢興存亡을 惟天所命여 不敢不從이니 若湯武是也라○ 此章은 言能行王政이면 則寇戎爲父子요 不行王政이면 則赤子爲仇讐니라


5. 맹자께서 말씀하셨다. “덕이 있는 자를 높이고 재능이 있는 자를 부려서[尊賢使能] 준걸(俊傑)들이 높은 자리에 있으면, 천하의 선비가 모두 기뻐하여 그 조정(朝廷)에서 벼슬하기를 원할 것이다.
[James Legge] Mencius said, 'If a ruler give honour to men of talents and virtue and employ the able, so that offices shall all be filled by individuals of distinction and mark;-- then all the scholars of the kingdom will be pleased, and wish to stand in his court.
시장(市場)에서는 자릿세만 받고 물품세를 징수하지 않거나, 관리만 하고 자릿세도 받지 않으면, 천하의 상인들이 모두 기뻐하여 그 시장에 상품을 보관하기를 원할 것이다.
[James Legge] 'If, in the market-place of his capital, he levy a ground-rent on the shops but do not tax the goods, or enforce the proper regulations without levying a ground-rent;-- then all the traders of the kingdom will be pleased, and wish to store their goods in his market-place.
관문(關門)에서는 살피기만 하고 통행세를 징수하지 않으면, 천하의 여행자들이 모두 기뻐하여 그 길로 다니기를 원할 것이다.
[James Legge] 'If, at his frontier-passes, there be an inspection of persons, but no taxes charged on goods or other articles, then all the travellers of the kingdom will be pleased, and wish to make their tours on his roads.
농사짓는 자들에게는 공전(公田)을 도와서 경작하게만 하고, 사전(私田)에는 세금을 걷지 않으면, 천하의 농부들이 모두 기뻐하여 그 들에서 경작하기를 원할 것이다.
[James Legge] 'If he require that the husbandmen give their mutual aid to cultivate the public feld, and exact no other taxes from them;-- then all the husbandmen of the kingdom will be pleased, and wish to plough in his fields.
주거지(住居地)에 대해서는 일정한 직업이 없는 자에게 물리던 부포(夫布)와, 집에 뽕나무와 삼을 심지 않는 자에게 물리던 이포(里布)를 없애면, 천하의 백성들이 모두 기뻐하여 그의 백성이 되기를 원할 것이다.
[James Legge] 'If from the occupiers of the shops in his market-place he do not exact the fine of the individual idler, or of the hamlet's quota of cloth, then all the people of the kingdom will be pleased, and wish to come and be his people.
참으로 이 다섯 가지를 잘 시행한다면 이웃 나라 백성들이 그를 부모처럼 우러러볼 것이니, 그 자제(子弟)를 거느리고 가서 그 부모(父母)를 공격하는 일은 사람이 있은 이래로 성공한 자가 있지 않으니, 이와 같으면 천하에 대적할 자가 없을 것이다. 천하에 대적할 자가 없으면 천명을 받은 관리(官吏)이니, 이렇게 하고서도 왕업(王業)을 이루지 못하는 자는 있지 않다.”
[James Legge] 'If a ruler can truly practise these five things, then the people in the neighbouring kingdoms will look up to him as a parent. From the first birth of mankind till now, never has any one led children to attack their parent, and succeeded in his design. Thus, such a ruler will not have an enemy in all the kingdom, and he who has no enemy in the kingdom is the minister of Heaven. Never has there been a ruler in such a case who did not attain to the royal dignity.'
