12. 鄒[ㅣ] 與魯鬨이러니 穆公이 問曰吾有司死者ㅣ() 三十三人이로 而民 莫之死也니 誅之(댄) 則不可勝誅ㅣ오 不誅(댄) 則疾視其長上之死而不救니 如之何則可也잇고(ㅣ니잇고)

鬨은 鬪聲也라 穆公은 鄒君也라 不可勝誅는 言人衆여 不可盡誅也라 長上은 謂有司也라 民怨其上이라 故로 疾視其死而不救也라

孟子ㅣ 對曰凶年饑歲에 君之民이 老弱은 轉乎溝壑고 壯者 散而之四方者ㅣ 幾千人矣오 而君之倉廩[이] 實며 府庫[ㅣ] 充이어늘(이어) 有司[ㅣ] 莫以告니 是[] 上慢而殘下也ㅣ니 曾子[ㅣ] 曰戒之戒之라(어다) 出乎爾者ㅣ 反乎爾者也ㅣ라시니 夫民이 今而後[에] 得反之也ㅣ로소니 君無尤焉쇼셔

轉은 飢餓輾轉而死也라 充은 滿也라 上은 謂君及有司也라 尤는 過也라

君行仁政시면 斯民이 親其上야 死其長矣리이다

君不仁而求富라 是以로 有司知重斂而不知恤民이라 故로 君行仁政이면 則有司皆愛其民여 而民亦愛之矣리라○ 范氏曰書曰民惟邦本이니 本固邦寧이라하니 有倉廩府庫는 所以爲民也니 豐年則斂之고 凶年則散之여 恤其飢寒고 救其疾苦라 是以로 民親愛其上여 有危難則赴救之를 如子弟之衛父兄고 手足之捍頭目也라 穆公이 不能反己고 猶欲歸罪於民니 豈不誤哉아

12. 추(鄒)나라가 노(魯)나라와 싸웠는데 추나라 목공(穆公)이 물었다. “나의 담당관리 중에 죽은 자가 33명이나 되지만 백성들은 죽은 자가 없습니다. 그들을 죽이자니 이루 다 죽일 수가 없고, 죽이지 않고 살려두자니 상관이 죽는 것을 보고도 구하지 않은 것이 괘씸합니다. 어찌하면 좋겠습니까?”

[James Legge] There had been a brush between Tsâu and Lû, when the duke Mû asked Mencius, saying,'Of my officers there were killed thirty-three men, and none of the people would die in their defence. Though I sentenced them to death for their conduct, it is impossible to put such a multitude to death. If I do not put them to death, then there is the crime unpunished of their looking angrily on at the death of their officers, and not saving them. How is the exigency of the case to be met?'

맹자께서 대답하셨다. “흉년으로 기근이 든 해에 임금의 백성 가운데 노약자들은 전전하다가 죽어서 시신이 골짜기에 뒹굴고, 젊은 자들은 흩어져서 사방으로 간 자가 몇천 명입니까? 그런데도 임금의 창고에는 곡식이 가득 차 있고 재물창고에는 재화가 가득하지만 담당관리 중에 그 사실을 아뢴 자가 없었으니, 이는 윗사람이 태만해서 아랫사람을 해친 것입니다. 증자(曾子)께서 말씀하시기를 ‘경계하고 경계하라. 네게서 나온 것이 네게로 돌아간다[出乎爾者反乎爾者].’ 하셨으니, 백성들은 지금에서야 되갚은 것입니다. 임금께서는 허물하지 마십시오.

[James Legge] Mencius replied, 'In calamitous years and years of famine, the old and weak of your people, who have been found lying in the ditches and water-channels, and the able-bodied who have been scattered about to the four quarters, have amounted to several thousands. All the while, your granaries, O prince, have been stored with grain, and your treasuries and arsenals have been full, and not one of your officers has told you of the distress. Thus negligent have the superiors in your State been, and cruel to their inferiors. The philosopher Tsang said, "Beware, beware. What proceeds from you, will return to you again." Now at length the people have paid back the conduct of their officers to them. Do not you, O prince, blame them.

임금께서 인정을 행하시면 곧 백성들은 윗사람을 친애하여 상관을 위해서 죽을 것입니다.”

[James Legge] 'If you will put in practice a benevolent government, this people will love you and all above them, and will die for their officers.'
