12. 孟子[ㅣ] 曰不信仁賢(이면) 則國[이] 空虛고

空虛는 言若無人然이라

無禮義(면) 則上下[ㅣ] 亂고

禮義는 所以辨上下, 定民志라

無政事(ㅣ면) 則財用[이] 不足이니라

集註

生之無道고 取之無度고 用之無節故也라○ 尹氏曰三者는 以仁賢爲本이니 無仁賢이면 則禮義政事가 處之皆不以其道矣리라

12. 맹자께서 말씀하셨다. “어질고 현능(賢能)한 사람을 믿지 않으면 나라가 텅 비게 되고,

[James Legge] Mencius said, 'If men of virtue and ability be not confided in, a State will become empty and void.

예(禮)와 의(義)를 업신여기면 상하(上下)가 혼란해지고,

[James Legge] 'Without the rules of propriety and distinctions of right, the high and the low will be thrown into confusion.

정사(政事)를 소홀히 하면 재용(財用)이 넉넉하지 못하게 된다.”

[James Legge] 'Without the great principles of government and their various business, there will not be wealth sufficient for the expenditure.'
