2. 孔子[ㅣ] 曰 天下[ㅣ] 有道(면) 則禮樂征伐이 自天子出고 天下[ㅣ] 無道(하면) 則禮樂征伐이 自諸侯出니 自諸侯出이면 蓋十世[예] 希不失矣오 自大夫出이면 五世[예] 希不失矣오 陪臣[이] 執國命이면 三世[예] 希不失矣니라

先王之制에 諸侯不得變禮樂, 專征伐이라 陪臣은 家臣也라 逆理愈甚이면 則其失之愈速하니 大約世數 不過如此하니라
天下[ㅣ] 有道(면) 則政不在大夫고(며)

言不得專政이라
天下[ㅣ] 有道(면) 則庶人[이] 不議니라(니라)

上無失政이면 則下無私議요 非箝其口하여 使不敢言也니라 ○ 此章은 通論天下之勢하니라


[James Legge] Confucius said, “When good government prevails in the empire, ceremonies, music, and punitive military expeditions proceed from the son of Heaven. When bad government prevails in the empire, ceremonies, music, and punitive military expeditions proceed from the princes. When these things proceed from the princes, as a rule, the cases will be few in which they do not lose their power in ten generations. When they proceed from the great officers of the princes, as a rule, the case will be few in which they do not lose their power in five generations. When the subsidiary ministers of the great officers hold in their grasp the orders of the state, as a rule the cases will be few in which they do not lose their power in three generations.
2. 공자께서 말씀하셨다. “천하(天下)에 도(道)가 있으면 예악(禮樂)과 정벌(征伐)이 천자(天子)로부터 나오고, 천하(天下)에 도(道)가 없으면 예악(禮樂)과 정벌(征伐)이 제후(諸侯)로부터 나온다. 제후(諸侯)로부터 나오면 10대 만에 정권을 잃지 않는 자가 드물고, 대부(大夫)로부터 나오면 5대 만에 잃지 않는 자가 드물고, 가신(家臣)이 나라의 정권을 잡으면 3대 만에 잃지 않는 자가 드물다.
[James Legge] When right principles prevail in the kingdom, government will not be in the hands of the great officers.
천하(天下)에 도(道)가 있으면 정치권력이 대부(大夫)에게 있지 않고,
[James Legge] When right principles prevail in the kingdom, there will be no discussions among the common people.”
천하(天下)에 도(道)가 있으면 일반 백성들이 함부로 정치의 잘잘못을 논의하지 않는다.”
